GAPTC Attends NALC AGM – Key Updates from Richard Page

Last Thursday, GAPTC attended NALC’s AGM, represented by Richard Page. The meeting covered several important issues and decisions that will affect local councils across the country. Here are the key points:

  • Affiliation Fee Increase: NALC’s affiliation fee for council membership will rise from 7.94p to 8.34p per elector in 2025/26, capped at £2,137 for larger councils. This was approved on the Chairman’s casting vote. A Task and Finish Group will be established to review the basis of future affiliation fees.

  • National Insurance Contributions: The recent employer NIC increase announced in the Budget will disproportionately impact town and parish councils, as they are excluded from the government’s support fund provided to principal councils. NALC's CEO is working with Treasury officials to challenge this decision, which could add significant financial strain to local councils.

  • Motion Passed: A motion urging national and local government to work together to build stronger communities was approved by delegates.

  • Consultations: NALC emphasised the importance of councils responding to consultations on online meetings and proxy voting. Another consultation is planned on whether councillors' addresses should be published.

  • Leadership Updates: Baroness Scott of Needham Market was re-appointed as President of NALC.

  • Guest Speaker: Emily Spurrell, Police and Crime Commissioner for Merseyside and Chair of the Association of Police and Crime Commissioners, addressed the AGM. She highlighted the importance of local councils engaging with Police and Crime Commissioners to contribute to local policing plans.
