Understanding CIL and S106
Understanding CIL and Section 106
For Parish and Town Council Officers and Councillors
This session is designed to help parish and town councils better understand how Community Infrastructure Levy (CIL) and Section 106 work in practice. It will begin with a clear, plain-English overview of both mechanisms, setting out the core principles and responsibilities before moving into district-specific breakout sessions led by the relevant district council officers.
What you’ll learn
You will gain practical clarity on how CIL and Section 106 operate, both in general and within your own district. Can you confidently answer ..
what CIL can and cannot be spent on?
when payments are made?
whether funds can be used outside the parish boundary?
what your spending deadlines are?
how CIL should be properly accounted for, including reserves, VAT and procurement?
how Section 106 agreements work?
what contributions are due and when?
who holds the funding?
what happens if a developer does not comply?
... we will answer all these questions and more.
Why you should attend
Developer contributions are often complex, inconsistently applied and poorly understood. This session gives you the opportunity to hear directly from district officers, understand local systems and procedures, and ask questions in a setting focused on your area. By breaking into district-specific groups, the session recognises that processes differ and ensures the information you receive is relevant and usable.
We look forward to welcoming you there.
