Councils at this stage act as facilitators and convenors — working alongside residents, partners, businesses, and neighbouring councils to shape long-term outcomes. This level reflects LCAS Gold expectations and highlights a council that shows strategic leadership, excellence in communication, collaborative problem-solving, and strong community-led governance.
