Councils at this stage act as facilitators and convenors — working alongside residents, partners, businesses, and neighbouring councils to shape long-term outcomes. This level reflects LCAS Gold expectations and highlights a council that shows strategic leadership, excellence in communication, collaborative problem-solving, and strong community-led governance.

          • Co-produces projects and services with residents and partners

          • Delivers strategic community engagement

          • Works collaboratively across parishes, districts, and county structures

          • Acts as a community leader, shaping local priorities

          • Produces a high-quality, accessible Annual Report

          • Publishes clear service standards, reports on performance and demonstrates accountability

          • Shares best practice with neighbouring councils and contributes to sector improvement

          • Uses evidence, data, and community intelligence to shape medium- and long-term plans

          • Demonstrates equalities leadership, embeds inclusion in decision-making

          • Shows excellence in communication strategy

          • Has a collaboratively created long-term community vision, that is regularly reviewed
